Abstract: The report attempts to outline the current situation of ELT in general and tertiary education in Vietnam with comments from second language education perspectives. The main contents include: - The gains and losses of ELT in general and tertiary education in Vietnam during the past few years. - The key current situational factors that affect ELT in general and tertiary education in Vietnam such as language education policy, curriculum development and implementation with comments based on the common principles of second language education. - Suggestions for how to address main questions relating to the current ELT in Vietnam.
